El isi propune sa prezinte obiectivele stabilite la nivel european in ceea ce priveste ocuparea fortei de munca pentru persoanele in varsta, modernizarea protectiei sociale si reinnoirea demografica in Europa, ca masuri luate pentru a preveni si solutiona problemele ridicate de declinul demografic, natalitatea scazuta si imbatranirea unei parti a populatiei sale.
