Acest document oficial, intocmit in 2006 de Comisia Europeana si adresat Parlamentului European, Consiliului Europei si CEES isi propune sa promoveze un parteneriat la nivel european pentru dezvoltare si creare de noi locuri de munca, care sa faca din Europa un centru de excelenta in responsabilitatea sociala corporatista. El anunta de fapt sprijinul politic pentru adoptarea unei serii de masuri in domeniu, propunand de asemenea si diferite actiuni recomandate a fi sustinute.
