Acest act al Comisiei Europene are drept principal scop consolidarea si completarea Strategiei de la Lisabona cu 10 obiective de atins in perioada 2008-2010, ca urmare a colaborarii dintre diverse institutii europene. El incearca sa identifice cele mai potrivite solutii pentru a face fata unor probleme de actualitate, precum: recesiunea economica, imbatranirea populatiei, globalizarea, schimbarile climaterice, sau dependenta de importul de energie.
